It used to be used in pricing and stood for "each at" as in 4 items @  $1 is $4. It has always looked to me like an a inside an e as a result.

Both literally means "monkey's tail" which is a nice description of its appearance - a monkey with its tail curled around it.
In Welsh it is malwen (snail)
In Hungarian,kukac (worm or maggot)

But in English it appears to have no other name than the "at sign".
