Same, I don’t allow any resources during actual SAC and use special network accounts to block any internet access and also usage of any mobile phone( internet).

I believe the answer is that it's the teacher's choice.
I tended to allow access to all resources during practical SACs, but never in tasks testing knowledge of theory.
