I would be guided by the word "represent" which suggests using an image editing tool to prepare a mockup (Illustrator or Photoshop)

Which ‘software tools’ are people using for this? Does it just mean create a web form or equivalent in Dreamweaver (or similar)?

it mean use software tools to design layout diagrams, mock ups etc?
