Hi Donald.

I take this as a
*​​design*
​task
, so the software tool would be one that can represent the design of the
interface in a diagram - like a drawing tool such as Photoshop, Dia, Visio,
MS Paint,
​MS Word shapes, or ​
online design/drawing tools like https://moqups.com,
https://www.mockflow.com, https://balsamiq.com/products/mockups)

Dreamweaver is a development tool rather than a design tool.
