The situation with the Swinburne (of extension studies) offering is that the students receive an increment to their ATAR - what we are talking about with the proposed units 5 and 6 option is that the graded assessment contributes to their ATAR, just like other study scores (in their top four or then 10%). This compares with an increment of 3 - 5 points. Of course with the Swinburne offering there is then the bonus of the first year credit, which is always attractive, but this would also be the situation for units 5 and 6.

This link http://www.swinburne.edu.au/ict/courses/undergrad/hesvce.html#why leads me to think that swinburne's course is recognised for credit at other universities.
I wonder if Melbourne's and Monash's courses are recognised by other unis for credits?
This leads me to think why get too hot under the collar about fast tracking 5,6 units? Given that the 5,6 is meant to be equivalent...?
Thus we already have a mechanism in place to implement the geurillabus ...
