[Busmanagers] Renewal of VIT Registration

When I spoke to the VIT recently about this they told me that broader
police checks (equivalent to the WWCC) are being introduced with
re-registration so that as all members re-new they will have the new
check done. Apparently they will be relying on notification from the
police if a relevant offence is committed, unlike the WWCC where a sweep
is done of all cardholders weekly. Until all have re-newed we still need
to check that their VIT card shows "CRC" on it, otherwise a separate
police check must be presented to the workplace.
