The answer is no in both cases an in this circumstance they were on
LWOP. Only prior service can be recognised i.e. service prior to
employment.
So if they had ceased employment then were re-employed, their service
(either interstate or overseas) would be recognised for commencement
salary purposes, but only service with another state teaching service
could be recognised for leave purposes.
