[Busmanagers] School run Uniform shops

I have heard of schools doing it out of scope too -  setting them up as
an NPSE.  I do not believe there are any truly clear guidelines.

I would be interested in GST coding for sales and purchases for school
run uniform shops.  I am pretty sure the coding that has been done is
NQR (not quite right) - bit like me
