[Busmanagers] Community Water Grant

Good morning,

I would like some clarification on the GL coding for the Community Water
Grant.  In our audit this year I was pick up on the GL coding for grants
and was told by the auditor, that any grants over $30,000 were to be
coded to 70090 Capital Works unless stated by the DOE, which I disputed.
Therefore I would like confirmation on the coding for the Community
Water Grant, which I believe is a Commonwealth Govt Grant and should be
71080.
