[Busmanagers] One Off payment

Can someone please help - I need to make a one off payment to a student
who did some work on our web page. It is a flat amount. How can I pay
him without setting him up on local payroll. I can't reimburse him as
there is no receipt and he is not a business with an ABN. Can he give me
an invoice with no GST for the amount?
