[Busmanagers] Working with Children's check

If the Dept doesn't pay for SSO's WWCC our School Council will pay. This
includes all staff on local payroll (OHSC) as at 30th June. Any newly
employed staff, after this date, will need to follow up their own.

We are hoping that the Dept is going to foot the bill for the checks as
Human services paid for all their staff.  Otherwise our school will pay
for staff that are employed now.
