Here is what I took to School Council:

 

As required for the introduction of the School Purchasing Card the
following recommendations are minuted:

 

 

'The School Council formally recommends the introduction of the School
Purchasing Card.  In conjunction with the schools current purchasing
procedures and controls, the School Council formally minutes the
adoption of the controls and procedures in accordance with ministerial
guidelines and Directions 1-6 of 2005.

 

 

            The Authorised Signatory and Verifying Officers are:

            xxxxxxx

 

The following Cardholders have financial delegation up to the nominated
limit:

 

            xxxxxxx                        College Principal
$1,000.00

 

 

The 'Undertaking by the Cardholder' form has been completed.

 

 

NB:     Authorised Signatory - can authorise;

                                    The creation of a new Facility,

                                    Issuance of a Corporate Purchasing
Card,

                                    Any change to transaction or monthly
limits or

                                    Cancelling of Cards or Facilities

 

 

            Verifying Officer - can only verify the identity of a
Cardholder to avoid the need for individual Cardholders to provide 100
points of identity at local bank branches.

 

 

            A person may be both a verifying officer and an authorising
officer.  It is recommended that

            more than one Authorised Signatory and Verifying Officer be
nominated.

Thank you Greg.  I have the Department's Guidelines and Procedures
folder.  However, the auditor pulled us up for not presenting a policy
to council, even though we thought we had adequately covered the
procedures for audit.  (An extremely pedantic auditor!)

I am lead to believe that each region Finance Officer has been trained
by central and has all the documentation relating to purchasing cards.
