[Busmanagers] New Arrivals Data Collection

Hi all
 
I have just processed my new arrivals data.  I have a nil return -
however, the message I get is that the number of messages to send is 0.
Shouldn't I still be sending 1 message even if it is nil?  Does this
mean the process hasn't worked properly?
