[Busmanagers] Surplus Funds

THe only way I have learned to control the surplus is thru the budget
preparation worksheet on the financial website which I used to formulate
the budget for 2006 so as long as the sub programs stay within their
budgets the unallocated from this worksheet is what I use
 
Anyone with more info on controlling the surplus thru cases21f we'd love
to hear from you

currently have at the moment rather than waiting till we do our end of
