[Busmanagers] Sundry Debtors Invoice

I have invoiced the Victorian Electoral Commission for using the school
as a polling booth in November.  However, we still haven't been paid.  I
rang them today and the payment is definitely in the pipeline, but I
don't know that I will receive it in December.  
 
Does this require a balance day adjustment?   Also, I notice in the
process guide that balance day adjustments have to have school council
approval.  Can this be done in 2007 after the event?
