[Busmanagers] Finance Policies

We are currently looking at our Finance & Investment policies and I was
wondering if anyone would mind sharing theirs with us.  We are also
looking at having a policy on deciding what areas should be allowed to
carry over any excess funds into the coming year - if anyone has a
policy on this we would be most appreciative if we could have a look at
it.
