[Busmanagers] Increment to Instructors

[Tewkesbury, Beverley D]

Could someone please tell me whether an Instructor who is at the top of
the Level 1 scale and passed a satisfactory review is automatically put
up to Level 2 or do they have to have specific qualifications to proceed
up to the next level.  The pay increment is $12,580 which seems pretty
high - I wouldn't mind an increment like that!!!!
