[Busmanagers] Read only access to Netbank

I have been trying for months to get the Commonwealth Bank to grant me access to read only Netbank.
They will not budge and insist that I need to be a signatory for signing cheques.  They say it is illegal to use the Principal's pin number if I sign her up.
If anyone knows of a good Bank Manager that I can refer our local Bulleen CBA to ring, could you please let me know.
