[Busmanagers] EMA journal

[Sadler, Denise D]

We were advised in the last CASES21Finance advice that we could now do
the EMA journal update.  I have been advised  from town that this is not
working correctly and not to do it.  The journal was only to put the
money against the general ledger code for EMA and doesn't effect
anything else.
