This message is being sent to all Principals and Presidents of School Councils.
Executive Memorandum No. 2003/044 Pupil Free Days 2004
Schools are entitled to schedule pupil free days for staff professional development, school planning and administration, curriculum development and planning, or student assessment and reporting.
For 2004, all schools are able to schedule up to four pupil free days.
One pupil free day shall be the first day of Term 1, Wednesday 28 January 2004. Students are scheduled to begin school on Thursday 29 January 2004.
School Councils are able to determine the dates of the remaining pupil free days following consultation at the school level. In planning for these days each school council should develop an overall plan for the use of the days taking into account the school's charter goals and priorities, policies, and professional development plan, including teacher personal professional development plans.
Under Regulation 20 of the Education Regulations 2000 a school council is able to temporarily close the school with the approval of the Secretary of the Department of Education and Training.
For the purpose of pupil free days, the Secretary has delegated his powers in relation to Regulation 20 to the principal or head teacher of a school to endorse the school council's plan for pupil free days, provided the plan is in accordance with the above requirements.
It should be noted that, except for the above requirements in relation to the purpose and timing of pupil free days, no school can be temporarily closed unless an emergency arises which involves a risk to the health or safety of students or staff.
Where appropriate, co-ordination between schools in the choice of pupil free days should be considered. Such co-ordination will assist parents, promote co-operative models of professional development and planning, and maximise the use of resources.
Schools should be aware of the sensitive nature of pupil free days and the need to provide advance notice to parents of at least two weeks. Schools with students from language backgrounds other than English should ensure that this information is provided to parents in the relevant languages where necessary.
