The best thing I can suggest is that you access the instructions on
Sofweb for non-employees and instruct the person on how to put a resume
on.  You may in fact have to assist them with this - I found it was the
quickest way to go.  You can't appoint anyone who does not have a
current resume on recruitment.

Could somebody please help me with the following.
 
How do you attach a non-advertised job requisition to an applicant who
could not apply on-line and is not a DEET employee.
Because they applied on paper they do not appear as applicants to attach
or hire.
