[Busmanagers] Cleaners new arrangements

Hi Everyone

Hope someone can help.  Regarding the new cleaners contracts etc, what 
happens if a cleaning company engages subcontract labour instead of 
employees?  I have looked at the application for registration for the new 
cleaners panel and at no point is there a section that directly asks for 
sub-contractors details or payment structure.  Does that mean that a 
cleaning company is expected not to engage subcontract labour and wont meet 
the criterior for the panel?
