Checking the 2007-2010 study design's glossary I find this:<br>
<br>
"Constraints - Factors that must be taken into account when solving an information problem.Typically these factors are classified as
<br>
economic, for example budget available to create an information system; <br>
technical, for example availability, capabilities and limitations of equipment; <br>
social, for example, culture, ethnicity, age, location, education, special needs and status of end-users;
<br>
operational, for example, the requirement to use specific techniques and procedures."<br>
<br>
Thus, technical constraints would not include budgets.<br>
<br>
BTW - this is another good argument for continuing to fight for the expansion of the glossary in future IT study designs!<br>
