In the past I have encouraged students to show images of the
forums/blogs/wiki's that they might want to use in their web site if
it were fully functional and then to explain how it might suit the
online community. That way the students need to go out and actually
take a look at what is operating out there in "real life" and then
ascertain if that forum/blog/wiki is appropriate for their online
community.
it will happen in 2011. So we will use Dreamweaver again - and
Photoshop to simulate functionality.

And your site can use more than one of the tools listed - I can't
imagine a genuine online community using only (say) a blog and nothing
else! My kids will pick and choose tools depending on the needs
of the community.

And remember as Warrick has already said, it's a prototype so full
functionality is not required. It just should look
like a site the community could use to achieve its aims. So you
can mockup things like forums, IM, logins etc. The kids are not
really being assessed on their website creation skills as much as
on their understanding of the needs and tools of online
communities.
Cheers
