Netspace do Moodle hosting too, just a matter of contacting their Educational Rep to set up an account.

I'll avoid comparisions and give due dignity and a sorry to the other three ISPs (Editure, Brightsparks etc.) that lost out on their submission as I am sure that all teams were hard at work on their submissions and I guess that nobody wished this on any group, right before christmas. As a personal reflection, having a single big ISP provider is not necessarily the best way forward .. dragging out a final decision has been painful enough.

Now we can all plan for 2010 and move on.

Amongst some proxy filtering tools we have implemented, our technician Arran also created b teacher proxy and student proxy server so we can log traffic and target a strategic bandwidth cap to exactly where it is needed.
Netspace won!
Services include: web access, student email, web hosting.
Schools can transfer to Netspace "as soon as possible" to get free internet.
ITD will implement "active bandwidth management" - which includes "blocking inappropriate hight volume traffic or restricting service".

Let the fun begin. What's the bet that by February, schools will only be able to access the Education Cache for free? :-)
Department of Education and Early Childhood Development – Victoria

For all principals, learning technology coordinators, technicians and schools

S582-2009 Centralised Internet Services for Schools

Main Points

· As advised in email “S442-2009 Release of Indicative 2010 Student Resource Package”, 16 September 2009, the Department is implementing a centrally provisioned and managed internet service through a single Internet Service Provider (ISP).

· The centralised Internet service will replace individual school contracts with the current panel providers.

· This initiative is part of the Schools Technology Architecture and Resources (eduSTAR) program to provide enhanced ICT support for schools and is designated eduSTAR.ISP.

· The eduSTAR.ISP service will be free of charge to schools in 2010. Given that schools currently incur ISP charges of approximately $9.5 million in 2009, the new service represents a significant saving to schools.

· The successful eduSTAR.ISP provider is Netspace Online Systems (www.netspace.net.au) which already provides services to approximately 70% of schools. The service includes: internet access, student email and web hosting.

Actions Required

· For existing Netspace customers, there are no transition actions required by the school.

· Schools not using Netspace should consider transferring to the Netspace provider as soon as possible in order to receive internet services at no cost.

Critical Dates

· As from 1 January 2010, there will be no charge for schools utilising the eduSTAR.ISP service for 2010.

· Transition of schools to the new Internet service with Netspace will start from January 2010 and must be completed by December 2010. Network facilities for existing providers will cease by this time.

Additional Information

· For non-Netspace schools, Netspace will be in contact to manage the transition from your current provider.

· If you wish to contact Netspace directly, their Priority Support line number is 03 9811 0076 or e-mail to education@netspace.net.au.

· All schools are responsible for Internet charges with their current provider until transitioned to the new service with Netspace. For current Netspace schools, this means any 2009 costs, including Licence fee or subscription renewals and/or usage charges are payable by the school.

· As eduSTAR.ISP is a shared facility for use by all schools, ITD will implement active bandwidth management to protect the integrity and operation of the service. This may include blocking inappropriate high volume traffic or restricting access.

· Schools will be required to develop and promulgate a Responsible Internet Usage Policy and procedures for oversubscription and/or misuse as a condition of use.

· In the near future ITD will provide

· A model Responsible Internet Usage Policy

· Service level targets for eduSTAR.ISP

· Information about the governance process for site/content/protocol blocking.

· Information on the bandwidth management regime.

· Further information will be issued direct to schools shortly.

· If you any enquiry that Netspace cannot assist you with, please contact the DEECD Service Desk by calling 1800 641 943.
